The objective of the consultancy is to develop and establish a web-based M&E MIS, that will be used for collecting and providing data for the project data needs including reporting.
The M&E MIS is expected:
-
to capture information for all project (TFSRP) activities, outputs, targets, and achievements (including supporting evidence documentation);
-
to track TFSRP activities implemented and provide reports in a summarized format for management and oversight purpose;
-
to provide automated reports in formats that are ready to use, or formats that allow additional/further analysis to meet the MAINRL data/information needs, including a dashboard to display selected indicators data (to be agreed upon with the project team).

to follow an open-source technology solution that provides flexibility and rights to use, study, change and distribute the software and its source code for the purpose of achieving the project goals.

An inception report highlighting understanding of the assignment, including proposed system framework/architecture and hardware requirements.

The consultancy assignment will be implemented following the steps below:
-
Study the project appraisal document, results framework, M&E plan, and other key documents to familiarize with the information needs and required data formats.

Prepare an inception report that explains the consultants understanding of the client’s data/information needs, including the framework/architecture of the system design and hardware requirements.

Undertake a system design development and testing against the set objectives and specified client’s data needs.

Develop a user guide
-
Conduct training for the system administrator and all TFSRP M&E focal points on use of the system. And then use the training lessons and experiences to improve the user guide.

Roll out the system at MAINRL, while checking elements of usability (user friendly), controls and confidentiality, among other aspects of a quality a good and functional system.

Implement 1 year user support for effective functionality of the system and document experiences and lessons of developing the system and recommend required adjustments/ improvements if necessary.
