The SIAC2-CoE-TCC IT Tool Software Development project is part of an initiative aimed at supporting the effective implementation of Turkish Constitutional Court (TCC) judgments in the field of fundamental rights. This initiative is being implemented by the Council of Europe (CoE) in cooperation with TCC. The project aims to develop a Case Law Database and related IT systems that will enable the monitoring and execution of TCC judgments, ensuring alignment with European human rights standards. The system will be installed on TCC servers at UYAP premises and will be developed by an external professional body under the supervision of TCC. The project consists of two primary results:
The main beneficiaries of the project include TCC judges, rapporteur judges, legal clerks, lawyers, academics, and the general public.
The SIAC2-CoE-TCC-BYS-IT Tool Software Development project is a big step in modernizing the Turkish judicial system. By leveraging AI-driven legal analysis and structured digital case law databases, the project will enhance transparency, efficiency, and accessibility within the Turkish Constitutional Court’s legal processes. The structured implementation plan and sustainability measures ensure that the system remains effective beyond the project’s lifecycle.
The initiative aligns with European Union and Council of Europe objectives in strengthening the rule of law and fundamental rights in Türkiye.
