Type and scope of services provided

The SIAC2-CoE-TCC IT Tool Software Development project is part of an initiative aimed at supporting the effective implementation of Turkish Constitutional Court (TCC) judgments in the field of fundamental rights. This initiative is being implemented by the Council of Europe (CoE) in cooperation with TCC.

The project aims to develop a Case Law Database and related IT systems that will enable the monitoring and execution of TCC judgments, ensuring alignment with European human rights standards. The system will be installed on TCC servers at UYAP premises and will be developed by an external professional body under the supervision of TCC.

The project consists of two primary results:

  • Development and installation of a Case Law Database and related software modules.
  • Supply of sustainability components, including licenses, training, and maintenance support.

The main beneficiaries of the project include TCC judges, rapporteur judges, legal clerks, lawyers, academics, and the general public.

 

The SIAC2-CoE-TCC-BYS-IT Tool Software Development project is a big step in modernizing the Turkish judicial system. By leveraging AI-driven legal analysis and structured digital case law databases, the project will enhance transparency, efficiency, and accessibility within the Turkish Constitutional Court’s legal processes. The structured implementation plan and sustainability measures ensure that the system remains effective beyond the project’s lifecycle.

 

The initiative aligns with European Union and Council of Europe objectives in strengthening the rule of law and fundamental rights in Türkiye.

 

Key Features of the Developed IT System

  • Judgment/Review Publication & Inquiry: Advanced search functions with keyword and full-text search.
  • AI-driven Case Categorization: Automatic classification and linking of legal precedents.
  • AI-powered Anonymization & Data Security: Protecting personal data using AI-driven redaction.
  • AI-assisted Query Optimization: Enhancing search efficiency based on previous user interactions.
  • Subscription & Notification System: Users can track legal developments and receive case law updates.
  • Multi-device Accessibility: Web-based and mobile application support (Android & iOS).

The consultancy assignment will be implemented following the steps below:

Work Streams and Activities:

1. Software Development

  • Requirement Analysis: A detailed Software Requirements Specification (SRS) will be prepared.
  • Design & Development: The software will be designed based on IEEE 12207 software development lifecycle standards.
  • Implementation & Testing: The system will undergo multiple testing phases, including security and penetration testing.
  • Deployment & Support: The final software will be installed on TCC's infrastructure, along with training for users and system administrators.

2. Supply of Sustainability Components

  • Automated Testing System: Ensuring quality and accuracy in legal case processing.
  • Development & Maintenance Tools: Providing required software licenses and system monitoring tools.
  • Training Packages: Covering various aspects, including:
    • AI-based Named Entity Recognition (NER) and deep learning applications.
    • AI-driven Case Categorization: Automatic classification and linking of legal precedents.
    • AI-powered Anonymization & Data Security: Protecting personal data using AI-driven redaction.
    • AI-assisted Query Optimization: Enhancing search efficiency based on user behavior analysis.
    • Database Management with PostgreSQL and Content Management with MongoDB.
    • Network & Information Security.
    • Agile Software Development and Configuration Management.
    • Scenario-based Automated Software Testing.
    • End-user training (Train-the-Trainer approach).
